Directed the SADC Council of Ministers to initiate a comprehensive re­ view of the operations of SADC institutions, including the Organ on Politics, Defence and Security.

After a series of consultative meetings coordinated by a Review Committee, a Report on the Review of the Operations of SADC Institutions was pro­ duced. At an Extra Ordinary Summit held on 9 Marchin Windhoek, Namibia, the SADC Heads of State and Government approved a Report on the Review of Operations of SADC Institutions.

Subsequently, the institutional reform established a new structure with 8 principal Institutions and Organs described below and reflected in the Organogram at the bottom of the page. The Council of Ministers oversees the functioning and development of the Southern African Development Community (SADC), and ensures that policies are properly implemented.

The Council consists of Ministers from each Member State, usually from the Ministries of Foreign Affairs, Economic Planning, or Finance. It meets twice a year in January or February and immediately prior to the.

The SADC Council of Ministers, which usually meets twice a year in February/March and August/September to review implementation of regional programmes, projects and activities and approve the budget for the SADC Secretariat, was preceded by meetings of senior officials representing the 16 member states.
